Progressive Building Solutions

Progressive Building Solutions (PBS) is an exciting and lateral thinking team of building professionals with a proven capacity in research, negotiation, writing and implementation of complex technical codes and legislation.


PBS has been actively involved in the development and implementation of significant reform projects including the Victoria Building Act – 1993, Building Regulations and the Building Code of Australia.


PBS has an intimate understanding of the philosophical issues and political imperatives associated with the development of these legislative systems. In addition we have the invaluable practical experiences gained while applying these requirements from a practical perspective  and from the position of a practicing building surveyor and building inspector.


Services

Progressive Building Solutions offer a range of services including :-


  • Investigation and analysis of building work including contract and building legislation compliance.
  • Provision of Expert Opinion for the Victorian Civil and Administrative Tribunal, County Court and Supreme Court.
  • Building Code of Australia Performance Assessments – Alternative Solution reports
  •  Development, interpretation and application of Performance building codes, in particular, the Building Code of Australia. 
  • The development and application of Australian building standards including industry construction specifications and Australian Standards.


Stuart McLennan


Stuart McLennan is a professional building consultant specialising in Victorian and national building and associated regulatory systems.  He has a Masters of Engineering and is a qualified building surveyor.


He has worked at state and national level on building legislation systems and was one of the original employees of the Australian Building Codes Board.  He was responsible for the management and development of the Building Code of Australia 1996, Volume Two Housing Provisions, which were a significant national reform for government technical standards. 


Prior to joining the ABCB, Stuart was employed as a legislation research officer with Victoria’s Division of Building Control (now the Building Commission).  He was part of the development team responsible for the implementation of Building Regulations and associated technical requirements for the Victorian Government. 


Stuart recently served as a member of the Heritage Council and served on the Victorian Government Building Appeals Board appointed by the Minister for a period of nine years.  The Board is established under the Building Act1993 to adjudicate on building disputes, building standards and issues relating to the Act and associated building codes.
